How this works
The regulatory verdict is a deterministic rules engine — no ML guessing. It applies the cross-cutting plurifamiliar prohibition (DL 5/2024), the IDEIB-confirmed zoning class, the 100m coastal protection buffer (Servidumbre de Protección, MITECO), and the per-municipality moratorium status maintained from the BOIB and Consell Insular sources.
The saturation score is a LightGBM regression trained on the full 22,000+ active Balearic ETV registry, geocoded to 500m grid cells. It estimates the active-licence density around your candidate point relative to every licensed location in the islands.

The final decision rests with the relevant Consell Insular and is affected by current moratoria, zoning amendments, building age, and individual case review.
