How this works

The regulatory verdict is a deterministic rules engine — no ML guessing. It applies the cross-cutting plurifamiliar prohibition (DL 5/2024), the IDEIB-confirmed zoning class, the 100m coastal protection buffer (Servidumbre de Protección, MITECO), and the per-municipality moratorium status maintained from the BOIB and Consell Insular sources.

The saturation score is a LightGBM regression trained on the full 22,000+ active Balearic ETV registry, geocoded to 500m grid cells. It estimates the active-licence density around your candidate point relative to every licensed location in the islands.

What this is not

This is a research signal, not a regulatory determination. The final decision rests with the relevant Consell Insular and is affected by current moratoria, zoning amendments, building age, and individual case review.
